Owen Environmental delivered a sustained five-month rural utilities programme for a major regional utilities contractor, mobilising across North Wales, Wales, and Scotland simultaneously. The programme combined a planned underground cabling and groundworks scope in North Wales with a 24/7 reactive call-out capability that activated crews across multiple regions at short notice — often responding to storm damage and network failures in remote, difficult-access terrain.

This was not a straightforward linear programme. The volume and unpredictability of reactive demand required Owen Environmental to scale its directly-employed workforce up and down in response to call-out patterns — maintaining a core of skilled operatives who knew the network, while drawing on a wider pool of trained and vetted crews when event volumes required it. At peak periods, multiple crews were operating concurrently across North Wales and Scotland, each managing their own logistics, environmental controls and reinstatement requirements to the same standard regardless of location or notice period.

Multi-region simultaneous deployment: reactive works activated in Wales and Scotland while the planned North Wales programme was running — logistics and crew management coordinated across all three geographies without programme disruption.
Workforce scaled rapidly in response to storm events and peak call-out volumes — all crews inducted to the same method statements, environmental controls and client requirements before mobilising.
Scotland cross-border model established during the programme: supply chain, logistics routes, accommodation, plant movement and regulatory compliance set up for reactive deployment within the required response window.

Low ground pressure plant deployed as standard on soft, wet and constrained rural terrain — crews experienced in working without trackway damage to verges, field margins and sensitive ground in all weather conditions.
Highway authority reinstatement carried out to each relevant authority specification across multiple local authority areas in Wales and Scotland — first-time pass rate maintained throughout.
Site management maintained the same standard on reactive call-outs as on planned works: method statement briefed, environmental controls in place, reinstatement completed and sign-off obtained before crew stood down.
